Discussion with Prime Minister on Problematic Cooperative Management Committees Solution Through Legal Amendments

In order to resolve the legal hurdles faced while operating the provincial offices of the Problematic Cooperative Management Committees, cooperative leaders and concerned officials held a meeting on July 18 with Rt. Hon. Prime Minister KP Sharma Oli.

Prime Minister Oli assured that the government will take necessary initiatives to open the way forward by amending the law. Emphasizing that matters of public concern will not be delayed, he directed the concerned ministry to proceed efficiently. “Move ahead immediately through the Ministry of Land Management, Cooperatives, and Poverty Alleviation to resolve the legal complications seen in the cooperative sector,” the Prime Minister stated.

The discussion with the Prime Minister was attended by representatives from the cooperative sector, former ministers, secretaries, and heads of cooperative unions and organizations. Among the participants were former minister and Gandaki Provincial Assembly member Hon. Khagaraj Adhikari, former minister Keshav Badal, Chairperson of the Federal Problematic Cooperative Management Committee Shreeman Kumar Gautam, President of the National Cooperative Federation and former Constituent Assembly member Omdevi Malla, Secretary of the Ministry of Land Management, Cooperatives, and Poverty Alleviation Kedar Nath Sharma, Secretary of the Ministry of Law, Justice, and Parliamentary Affairs Parashwar Dhungana, Chairperson of the National Cooperative Regulatory Authority Dr. Khagaraj Sharma, Chairperson of Koshi Province Problematic Cooperative Management Committee Bharat Bahadur Thapa, Chairperson of Bagmati Province Problematic Cooperative Management Committee Prabhat Adhikari, Vice President of the National Cooperative Federation Ramesh Pokharel, Federation Director Paritosh Paudyal, and Director of the National Cooperative Bank Amrita Subba.

During the meeting, cooperative representatives highlighted ambiguities in the Cooperative Act and regulations, confusion regarding jurisdiction in the management of problematic cooperatives, and implementation challenges at the provincial level. Discussions also stressed the need for legal amendments to align with the federal structure.

Federation President Omdevi Malla remarked that this dialogue with the Prime Minister has opened new doors for reforms in the cooperative sector.
